[Tile-serving] [openstreetmap/mod_tile] merging per-server and per-virtualhost config is buggy (#188)

this bug is visible on debian & ubuntu. Sorry for the comment spam, I am writing things down here because [previously](https://github.com/openstreetmap/mod_tile/issues/188#issue-354661083) we have forgotten what the problem was.
