[Tile-serving] [openstreetmap/osm2pgsql] Problem using custom projection EPSG:28992 (Issue #1672)

Did some more experimentation: going back to (Docker) Ubuntu 18.04 with osm2pgsql 0.94.0 and Proj 4.9.3 installs (via `apt`) all goes fine: coordinates in PostGIS (Still PG 14 with PostGIS 3.2) are correct and Mapnik render a nice OpenTopoMap. Same `osm2pgsql` command (`-E 28992`), exactly same configs.
