[Tile-serving] [openstreetmap/osm2pgsql] Enable lossy way-node indexes by default? (Issue #1687)

I think in practice the lossy indexes will lead to a faster server because there's less data to be cached in RAM, freeing up memory to cache other data and support switching. What's important to me is that the user doesn't need to worry about specifying more options and everything just works.
