[Tile-serving] [openstreetmap/osm2pgsql] Enable lossy way-node indexes by default? (Issue #1687)

According to https://osm2pgsql.org/doc/manual.html#update-for-most-users there's no option for "casual" users to enable this option during import. Is this still the case? If so, how about providing yet another option to give these user at least some option to take advantage of this index, without making it a default right away. 

In general, I would also consider how likely casual users can shoot themselves in the foot when using this index. If increased support workload is to be expected, I'd be a bit more cautious.
