[Tile-serving] [openstreetmap/osm2pgsql] Reprojection using flex config fails in Windows version (Issue #1949)

None of the developers uses Windows, so we could use some help with this one. Can you try to figure out where proj is looking for the proj.db? Presumably there is some configuration option or environment variable that we need to change.
