[Tile-serving] [openstreetmap/osm2pgsql] Reprojection using flex config fails in Windows version (Issue #1949)

I found a working solution: Proj is looking for its database, which is not included in the provided Windows builds. My first guess was that it would be included in the proj.dll. Copy and paste of a `proj.db` from a recent QGIS version into the current directory solved the problem for me.

My the `proj.db` should be per default part of the Windows builds?
