[Tile-serving] [openstreetmap/osm2pgsql] Reprojection using flex config fails in Windows version (Issue #1949)

I think, the file is built during compilation of proj from these files: https://github.com/OSGeo/PROJ/tree/master/data/sql
On my Ubuntu, the file is situated under /usr/share/proj
