[Tile-serving] [openstreetmap/osm2pgsql] Reprojection using flex config fails in Windows version (Issue #1949)

Yes, we should probably add `proj.db` to the build. Unfortunately I have no idea where to get it from. I can not find it on the github action Windows runner. If anybody can figure out where to get that file from that would be helpful.
