[Tilesathome] Cut off names in lowzoom (mostly fixed)

I had a look at why so many city names were cut off at the new experimental low zoom layer. t at h was fetching the requested tiles data and added a little to each side, so overflowing names  would still be rendered.

However it added an absolute margin, 0.01 latitude and 0.05 longitude. This worked fine for z12, but for e.g. z8 tiles this margin was way to little, so city names got cut off.

I modified the t at h client to fetch a certain percentage of the tile as margin. That means the layer configuration for borderNS and borderEW has a different meaning now.
A value of 0.1 rpreviously meant, add 0.1 degree to the lat/lon. Now a value of 0.1 means add 10% of the tile width/height as border. I tweaked the values a little so they are about the same for z12.

It seems to work much better at z8 now. You can see that the cut-off names on the UK lowzoom map are gone (the eastern part of the UK is still being rerendered, so there are some instances left).

That leaves us with the missing sea tiles. I have to admit that I am stumped  there. We'll have to wait for deelkar, frederik or any other in the know to fix these up.

P.S. I also tweaked the style sheet at z8 so motorways are emphasized a little. It's a hardly noticable change, but if you compare it, they look much better.
