It was intentional when we had no means of knowing beforehand wether an
upload would succeed or fail, and if fail, why it would fail. So in
order to avoid having one defunct zip stalling the entire upload process
it skips to the next on failure. With "Jever" this behaviour should
change, unfortunately no one has taken the time necessary to remedy this.
