[Tilesathome] Idea: selective zoom level 18

Hi,

    Mapnik now supports an 18th zoom level. Can we stand back?

Well we have to, for now, since we're operating at more than full 
capacity anyway. But once we've solved the current performance crisis, 
we might think about introducing a zoom level 18.

This will of course approximately triple the number of files uploaded 
for a tileset. It only makes sense for very dense inner-city areas. We 
could enhance tilesGen.pl to judge the density of features on the 
tileset (a very rough approximation being the total size of the OSM file 
downloaded from the server, but I wanted to add proper statistics 
anyway), and if the tile is found to contain a high level of detail, 
then we'd have tilesGen.pl render an 18th zoom level.

A possible downside of this would be that people panning over the edge 
of a z-18 tile will suddenly end up in the black, or rose, or whatever 
there is if no tiles are available.
