Changes:
* split out all the tile handling and compressing work from upload.pl to
  compress.pl (new)

Description:
along with the addition of a separate compressing script the upload
mechanism has changed slightly. In order to get the zip filenames which
contain the timestamp more closely to the actual render time upload.pl
now call compress.pl before uploading anything, thus ensuring that at
least the tilesets are compressed when created.
Then follows an upload phase, where upload.pl tries to upload all the
zip files in it's tmp/uploadable directory.
Files that had to be split are put back into the workdir, where a second
compressing run picks them up and then a second upload run is started,
retrying all not yet uploaded zips including the newly generated.
