Changes:
* Adapt max Zip size in client to new server limit
* Make configurable for devs in general.conf

Description
Now that we have a new admin for dev we can actually test new zip
tileset filesize limits, and thus reduce work on db updates on dev.

If a Zip that does not contain a full tileset arrives, the dev server
has to update metadata for every single tile png it finds inside, where
on a tileset it can just "bulk process" the tiles.

Attention lowzoom users:
Please adapt your tilesAtHome.conf according to the new template files
if you use lowzoom, and keep an eye on the svn updates as the tilesets
will be coming to lowzoom shortly, to further reduce server load.
