[Tilesathome] Another mySQL optimization for t at h

After it was noticed that maplint tile metadata is inserted per tile and not tileset, i had a go at making it do so.
maplint tiles are not inserted using one SQL query rather than 341 queries if a complete tileset is uploaded.

The reason is that maplint only covers z12-16 and that was not recognized as a full tileset. It is configurable per layer now what maximum zoom level we have for layers.
