[Tilesathome] blank tile lookup problem

You say:

     * The code would just insert the blank tile information for a  
new blank tile at is does now.
     * During the night we would run a "blank tile vacuumer" which  
goes through the blank tile data base and whenever it finds four  
neighboring tiles with the same blank tile information belonging to  
one parent tile, and if that parent tile has no file associated  
(meaning it is blank too at that zoom), it will set the parent tile  
to be blank and delete the "daughter tile info".

Am I right that this is only applicable to level 11 and smaller?  
Because for Level 12 and above, the uploading client knows which  
tiles are completely empty, and we do not have to insert tons of  
blank tile records - right?
