We now have a meta-info page that knows about most of the sources of tile 
information:

http://dev.openstreetmap.org/~ojw/Tiles/info.php

That will try to show you:
 * tile uploads
 * the local tileset being uploaded at once
 * tiles from the old disk
 * blank tiles
 * recursively-searched blank tiles

The file size and datestamp of the images on disk are shown, to make it easier 
to detect various sorts of tampering (e.g. tiles changing on disk without 
having been 'uploaded'). 

That page still requires a bit of knowlege to interpret, but in most cases it 
should be clear which bit of information you're viewing.

The main thing to watch out for is: "is it a single tile or a tileset upload 
which is responsible for the image you're seeing" --- look at their database 
entries to see which one has the most recent timestamp

It's also good for finding out whether a blank sea tile exists, or whether 
you're only seeing it because of recursive lookups. (useful when trying to 
delete flooded bits of land)

p.s. The old _details and _exists APIs will probably be deleted, unless anyone 
has objections?  As this page shows, their information isn't accurate enough 
to trust for anything.
