A full tileset is only too large for the server if there is plenty of
map data in the area, because PNG tends to get larger as the image
complexity increases.

The breaking up of tilesets is solely based on zip file size, because
the server (currently) cannot handle more than 2 MiB of POST data.

The "RenderFullTileset" option was introduced in case someone had to do
just that (when 67 byte tiles were just a "delete this from DB and FS"
substitute).

This option only makes sense if there's lots of empty space and the
client optimization of not rendering higher zooms because the lower zoom
areas are empty optimization kicks in.
