Oh, what was it introduced for?
(I've just realised I've had a lot backwards. What I intended to say
was that the clients should always generate a file for every tile,
even ones they want to delete. My previous email revealed my confusion
w.r.t. what the option was actually for. I think I want it to default
to on...).
