This could almost be working. I have all the scripts necessary to do
the actual work and was already working on keeping most of europe
up-to-date. It doesn't work anymore because the latest.txt.gz and
blank_tiles.txt.gz on dev havn't been updated recently.

There's probably a bug in the script somewhere, but unfortunatly it's
one of those scripts that's not kept up to date in SVN.

We have script to snip out areas of the map by lon/lat, doing it by
type should be doable...
