What would you filter out? I think we should apply a special low zoom
style sheet in any case.
I also think it might be easier (less strain for the server and less
dependency on it being up), to use the weekly planet.osm for low-zoom
generation. We could strip this file to reduce it for low-zoom needs and
for low-zoom requirements it should be current enough...
