The client could also render "lowzoom z12 tiles". That would be z12
tiles rendered with a special style sheet to make the tiles better
suited for shrinking. Of course, this is not the perfect solution,
but ist should be an improvement over the current way of creating
lowzoom tiles and it should be easy to implement.
Does the OSM API allow to specify which type of data one wants to
download in the bounding box?
