Yes, this has already been suggested by a few people and I think it  
is a good idea. We'd have to create a new layer for this named  
"lowzoom" or so, where clients can then upload their level-12 tiles  
in the special "prepared for lowzoom" version.

However it will only carry us a few levels up, maybe cover 11, 10 and  
9 or so, but for levels like 7 it would probably be better to have  
something "special".
