That's how it was until recently. But now the priority should be
upgraded if you submit a higher priority request

If there are 20 or more request from your IP in the queue new requests get
priority=2. If there are 100 or more the priority will be 3. This
means once your tiles get rendered and there are less than 20 in the
queues you can submit request with priority=1 again. Of course, if
your tiles are failing this will take a long time.
