[Tilesathome] Request priorities

Hi all,

Now, that we are tracking changes in OSM data and automatically
request tiles that need to be updated (which is great), the pending
queue is pretty long. Currently there a about 10k requests that are
processed at about 400/h. This means it will take about 25 hours for a
requested tile to get rendered. If you wait for that this is a bit
long.

If you are requesting a tile manually you can set a higher priority
than the auto-requester. However, if the auto-requester was faster
than you you're out of luck.

I think it would be good if the priority of a pending request was
upgraded when another request for the same tile comes in with a higher
priority.

Does anyone agree?
