You might want to check your windows regional settings, to make sure you 
are using a period as the decimal separator. If you are using a comma in 
the regional settings, you need to use it here as well in numeric values.

If I remember correctly, in Windows a GUI program can't output anything 
to the text console. That's why you aren't getting any error messages 
from inkscape. I see you are using full paths to filenames as well, it 
seems to be a requirement in Windows.

I managed to get t at h running a few months back on windows, but it took a 
lot of tweaking here and there. I never really used it after I got it 
running and can't remember everything I had to modify. I do remember the 
troubles with inkscape though..
