[Tilesathome] More tah troubles

Currently many people (at least 40 user account) are uploading 0-sized .zip files. I don't know whether that is related to the inkscape and xmlstarlet troubles people have been reporting, but it's not very promising. Somehow the upload processor doen't seem to to ignore and delete them like its supposed to be. This leads to a full queue of 0-sized zip files clogging up everything.

Shouldn't the t at h client check and refuse to upload 0-size files?

the server shuold definitely handle them better than it does now, in any case.
