[Tilesathome] Clients seem to have stopped

I guess the point is that the Database does not return any data so the
client hands back the request with "NoData".

At least i have seen tons of requests with NoData - slicing - NoData -
giving back ...

I think an error/giveback count for the tiles in the queue should
be maintained and not handed out again after 5 trys or something without
manual interaction. Otherwise you can starve the t at h clients by handing
out the same non renderable clients over and over again. Or probably
NoData or trycount>5 tiles should only be handed out if nothing else is
there to be processed.
