[Tilesathome] Clients seem to have stopped

that's no problem, it would just generate an empty tile. the problem however is that someone was requesting 'caption' layer at z12 and the client have MaxYoom=11 for that layer. So they were -correctly- not doing anything.

I really need to make the server smarter to not allow these nonsensical requests. I will also make the client smarter and have them tell the server 'this request is bullshit' rather than not do anything.
