It would be good if unstable clients don't rely on the server to be
told when there is a new version available.  Instead they should just
do 'svn up' once in a while.  This way you don't have to bump the
version number on the server every time somone does a commit to
_unstable and all the stable clients don't need to do 'svn up' for
nothing every time this happens.

How to best implement this so that it happens automagically I am not
quite certain...
