Perhaps writing a "native" C/C++ client would help boosting the rate of rendering.
Next to this, perhaps GPU rendering could be initiated in the future in order to have even more power available.

Then bring down the number of cpu cycles per tile - In my eyes this prohibits using Java and to a certain extent also inkscape.
The less cpu cycles a tile needs the less cpus one needs to keep the map up to date, the less users/clients you need.
