The zipping process doesn't know about temporary job directories and moving a directory is cheap, so it just has to look for .dir files in one dir and not crawl all dirs. Your question could just as well apply to why have a "uploadable" directory, the uploader could jsut crawl all dirs and look for .zip files... It's just easier this way.
