Transparent seems to represent mixed. You quoted:
http://server.tah.openstreetmap.org/Browse/details/tile/12/914/1031/

and if you zoom out there seems to be a strange scattering of blue and white across the area. (I've not zoomed out enough yet to work out where the area is).
