[Tilesathome] Transparent empty tile

The transparent tile is sent when the tile is defined as 'mixed' and empty. 
This should be the case when there is a coastline in reality. This is always 
a FIXME. If there is no coastline in the data then you could load free 
satelite pictures into your favorite OSM editor and add the coastline. If you 
are sure that there is no coastline, then make a change request via this 
mailing list.

Currently there are still many tiles which need some work either by adding the 
apropriate data to the OSM database or by changing the tile definition.
