Also, since Oslo, is the creation of a new captionless layer (at z12 only).
This generates one additional tile per z12 tileset which is the baseline for
generating the new style lowzoom tiles.

Related to this is a new Osmarender feature which detects and eliminates
overlapping captions.  At the moment this is only used in the new lowzoom
stylesheets, but it ought to be useful in other situations, such as where
there are clusters of amenities (eg pubs) at high zoom levels.
