Automatic lowzoom rendering requests to the t at h server were switched off a
while ago (I think due to performance problems). If you want a low zoom
rendering you need to run it locally using a t at h client with the following
command:
tilesgen.pl xy 137 93 8
I am currently working on a new style lowzoom mechanism which attempts to
improve on the current version. You can see samples of what the new output
is like in the area between London and Paris:

The marking of tiles as land or sea is logged in this file:
http://osmxapi.hypercube.telascience.org/tiles.txt (WARNING: big file).
There is a script that updates the t at h land/sea reference file from this
information, but it doesn't get run very frequently and I'm not sure if
there is really anyone responsible for doing it. It really needs to be a
bit more automated.
