in case a client would upload an incomplete tileset, some tiles would be shown as "unknown", yes. You could check it by rendering the tileset in question (with tilesGen.pl xy <X> <Y>) and examining the created tilesetfiles. Are the tiles in question there?

Next upload the created .zip file through the web interface and check whether they are still blank. If now, it has been a client issue, if yes, we need to investigate further.

What does the tile detail page say about the tile and the uploader? http://tah.openstreetmap.org/Browse/details/tile/12/2047/1361 etc...)
