[Tilesathome] client uploading in loop mode

The attached patch adds a new mode to tilesGen.pl.  If called as
"tilesGen.pl upload_loop" it will upload all ZIP files it finds in its
uploadable directory.  Once they are all uploaded it will wait for new
files to arrive.

This is useful if one uses the UploadToDirectory option to have a
number of clients upload files into the same directory and a dedicated
client to upload the files onto the server.

Additionally the tests for Inkscape, pngcrush and so on are skipped if
tilesGen.pl is called in one of the upload modes.  This avoids the
need to have Inkscape installed on the uploading machine.
