[Tilesathome] Clients uploading broken tilesets

Hello,

I've been watching the (now really fast) process of the server-queue
meltdown on the t at h status pages. Several times, I've seen blank tiles,
and most of them are from user "beldin".

For example this one here:

On the user statistics page, you can see that this client has
"rendered" about 3 million tiles totaling only 42 MB upload size.

I've just sent a message to the user (via the OSM messaging system) to
notify him that his client is broken. What else (server-side) can be
done about this?
