No. An stylesheet edit war might be avoided if you announced changes
somewhere in advance :-).

Have a look at the osmarender style sheets. If you know CSS you should
be able to copy'n paste your was around.

Either you get an SVN account and perform the changes yourself
(recommended if you plan to keep on tweaking stuff in the future) or you
talk someone with an SVN account into applying your patch. (adding it as
a trac issue ticket wouldn't hurt too, but there is noone who is
regularly weeding through and applies stuff).

Having said this, I am not in charge of the style sheets, so I have just
as much or as little authority as everyone else with an SVN account.
Most of the latest changes have been done by bobkare or Jiri Klement.
