[Tilesathome] drawing icons on areas

There is a Trac ticket (http://trac.openstreetmap.org/ticket/1226) with patch 
suggesting to draw icons on all areas where a corresponding node would have an 
icon too. User jttt wanted this change to be discussed here first, because 
some people have been adding nodes inside an area to have a symbol placed 
there, which would lead to duplicate icons now.

So - comments?
