[Tilesathome] drawing icons on areas

I think it is a good idea to make such a change. It always seems
unnecessary extra work to draw both the area and then add a node.
Having said that the use of the node to position the icon gives the
user more control (but that's tagging for the renderer, is it not,
which I get the impression isn't the done thing), rather than
relying on whatever algorithm centres the icon (or name, say) on an
area. The duplicate icons will be noticed over time and the extra
nodes can then be removed - or moved to perhaps allow two icons over
a large area rather than just the one.

Someone else started drafting a proposal to update map features
similarly back in February (I stumbled across it this morning).
