[Tilesathome] Which oceantiles.dat is used for display?

The tah server has a copy of oceantiles that it checks when serving 
blank tiles, this is copied from the svn version daily, so changes you 
check in should be reflected at zoom 12 within 24 hours.
The lowzoom from z6-z11 won't happen automatically as the tiles have not 
changed as far as the server is concerned. Requesting a re-render of a 
z12 tile should trigger a new lowzoom for the corresponding area within 
a day or so.
There is a situation where this may not work as above. The server used 
to store blank tilesets, so for tiles where there is a blank tileset 
(assuming they have not been deleted since) a re-render may be required 
as this will cause the server to delete the blank tileset and revert to 
using oceantiles of that blank tile.
