[Tilesathome] Which oceantiles.dat is used for display?

I've been busy mapping Antarctica, and I'm a bit confused as to when the
changes will show up (that is: when Antarctica will be dry land on the map).
If you look at
<http://www.informationfreeway.org/?lat=-74.56&lon=-135.06&zoom=12>, you'll
see the left tiles as land and the right as sea. The info for the blank sea
tile is "Displaying empty tile based on oceantiles.dat".
Which oceantiles.dat is this? Is this the local oceantiles.dat at the user's
that was used at the time of rendering or is it an oceantiles.dat that is
present at runtime on the server?

I'm also not sure that the oceantiles.dat file gets updated properly at the
client side during the automated updated process when you start tilesGen.pl.
But I have to do some more checking to be sure of that.
