[Tilesathome] Maplint based on oceantiles?

It's not really the tahngo server (it actually returned transparent 
tiles for empty maplint tiles), but the C-based tile serving mod that 
does the tile serving. It seems nobody has added code that returns 
transparent tiles for certain transparent layers. Although my C isn't 
that great anymore, I'll have a look at it next week and see if I can 
make it return transparent tiles.
