You don't. When you send a renderrequest for a zl 12 tile, the T at H 
clients generate a tileset containinge zoomlevels 12-13-14-15-16-17 for 
that tile, and uploads the tileset to the server. Lower zoomlevels are 
then stiched together on the server once a day from the captionless zl 
12 file.
