Who is MissingOrSuperfluousCaptionless?

It would be very much appreciated if such huge bulk requests (250k and
growing) were announced and coordinated here on the list.

>From that name I guess this is only about the captionless layer.  But,
the requests are all for tile, maplint and captionless.  Therefore,
only *one' tile is actually needed out of the 1707 tiles requested.
This is 0.06%!  What a waste!

The request API allows to specify the layer that needs to be rendered.
