Will be 1.2 million tiles at the end. Due to priority 3/4 it will not 
interfere with normal operation. A lot of these will probably be sea tiles 
and don't need lots of rendering time. But I also found lots of tiles in 
North-America when I looked at examples.

It is to get a consistent state. All tiles are rerequested, where the 
server data indicates, that the different layers are not in sync. As 
without rerendering it is impossible to tell what is correct, Sebastian 
and I choose this way.
