[Tilesathome] Render requests with no layer

Somebody is requesting tiles without specifying a layer to render.
The server doesn't think there is anything wrong with that and hands
them out to faithful clients which can of course not upload anything.
Those requests will probably stay in the queue forever.

It would be good if the server wouldn't accept those request, IMHO.
