[Tilesathome] Badly formed XAPI requests

Thank you, you got me!
I was wondering why I was getting so many errors when trying to download
from XAPI.
It's been not a long time that I started tiles at homeing, and I'm dealing with
quite some localization problems -- that's not the only one (see my previous
thread<http://www.nabble.com/Problems-in-tilesGen.pl-on-Win32-and-Italian-locale-td19493612.html>
).
The fact is that I do have an Italian locale, and although I set the correct
option in tilesAtHome.conf, that surely applies only to Inkscape:
## Uncomment this for Windows installations in environments
# with "," as decimal separator
InkscapeLocale = german
Therefore I think there should be broader localization setting that would
influence bbox generation as well.
I think the only and easiest way is probably to wrap the whole process in
an en_US locale.
