Indeed, it doesn't seem very efficient :) But, it can be explained by a
combination of a) automatic triggering of rendering based on changes to data
rather than views of data and b) manual triggering of rendering for a zoom
12 tile resulting in the person subsequently only viewing a small subset of
the entire tileset...

I know for me, I've not used the T at H layer much recently as for whatever
reason, the old server was/became blocked from here...
